














Result of Service Structure a methodology and a document or technical report that: (i) quantifies the funding gaps for biodiversity in the LAC region, (ii) estimates potential financing flows and mechanisms in favor of biodiversity; as well as those susceptible to reallocation to close the financial gap in the LAC region, together with three case studies (Chile, Colombia, and Mexico), and (iii) establish a roadmap to mobilize resources to close the biodiversity funding gap, and provide recommendations for different public, private, and cooperation actors contributing to this effort. Work Location BOGOTA Expected duration 6 months Duties and Responsibilities The following responsibilities and obligations will be the responsibility of the consultant: \- Provide technical guidance and support for the development of a methodology and estimation of funding needs for biodiversity in the LAC region, including costs to achieve 30% conservation of marine and terrestrial biodiversity, based on data provided by IDB. \- Guide and technically support the development of a methodology to estimate available financing flows for biodiversity in the LAC region. \- Based on the developed methodologies, technically support the estimation of the biodiversity funding gap in the LAC region. \- Identify and quantify potential financing flows and mechanisms in favor of biodiversity, as well as those that may be susceptible to reallocation to close the financial gap in the LAC region, and conduct an in-depth analysis for Chile, Colombia, and Mexico (Catalogue of Instruments). \- Propose a roadmap to mobilize resources to close the biodiversity funding gap and establish public policy recommendations for various governmental, private, and international cooperation actors contributing to this purpose. \- Provide inputs and prepare a structured technical report on conservation finance in the LAC region, incorporating the components described above. Qualifications/special skills Economist with a Master's degree in Economics and/or Development Studies. Over 25 years of experience in formulating, implementing, monitoring, or evaluating projects related to public policies, sustainable rural development, sustainable value chains, and/or guidelines or policy measures for sustainable development. Skills in literature review, writing, preparation of narrative documents, and proven knowledge in public policy, sustainability, environment, sustainable development, and agri-food systems.
