If you're a solutions-driven, passionate change-maker, come join us in positively impacting the lives of millions of people worldwide for a better future. **Position Description** The Community Mobilization Officer fulfills a cross-cutting and strategic role supporting the achievement of client targeting goals for accessing IRC’s programmatic offerings. This position is responsible for leading the community mobilization model, designing and implementing strategies to maintain our presence in communities where we operate, as well as identifying and entering new territories affected by armed conflict and human mobility, to identify and connect potential clients to our humanitarian projects. Additionally, this position plays an essential role in territorial implementation, combining contextual analysis, community management, and coordination with other key actors to ensure effective outcomes. Updating the mapping of humanitarian and institutional services on an ongoing basis also falls within this position’s responsibilities. **Responsibilities** **Technical** * Implement the community mobilization model in IRC-prioritized territories and communities through field visits, participatory rapid assessments, focus groups, interviews with key actors, community context analyses, and other related outputs. * Coordinate with community leaders, community-based organizations (CBOs), local institutions, and IRC implementing partners’ counterparts to ensure IRC-prioritized individuals gain access to the organization’s service offerings. * Identify new communities through engagement with community leaders, CBOs, collectives, social groups, and civil society to facilitate access to IRC programs. * Map, update, and analyze existing and upcoming humanitarian and institutional service offerings, identifying capacities, gaps, and opportunities for coordination vis-à-vis communities affected by armed conflict and human mobility. * Lead the organization and on-site support of outreach activities delivering IRC’s humanitarian services to diverse communities across the territory. * Disseminate key information—including announcements, outreach events, and services—to various strategic actors within communities. * Monitor and evaluate impacts and changes within communities and their leadership structures to identify risks and possible negative effects of IRC and its implementing partners’ interventions in the territories. **Strategic:** * Coordinate with field management, the Security Officer, and program officers on IRC’s entry into new municipalities affected by armed conflict in Norte de Santander. * Update municipal and departmental context reports according to our territorial prioritization under the Strategic Action Plan (SAP). * Establish agile community mechanisms to identify and convene potential clients for health, protection, SMAPS, case management, education, and ERD services. * Maintain close communication with community leaders, CBOs, civil associations, community action boards, and other community structures to identify coordination opportunities, access gaps, and other community-level changes. * Document commitments and agreements with community actors, program leaders, and other internal and external stakeholders. * Actively participate in security analyses, access meetings, and pre-deployment reviews. * Report alerts, access barriers, and real-time contextual changes. **Program Development** * Collaborate closely with Health, SMAPS, Protection, Education, and ERD teams to develop, coordinate, and lead community mobilization strategies aligned with current IRC humanitarian services. * Provide territorial and community flow analyses to improve program planning. * Develop context-specific trainings for program teams on recurrent community situations and how to address them. * Coordinate with IRC field staff across departments (ERD, Health and Child Protection, Education, and Women’s Protection and Empowerment). **Monitoring and Evaluation** * Prepare monthly reports on field visits, service delivery events, coordination efforts, and other community mobilization activities conducted in the territories. * Collect qualitative and quantitative community-level information during outreach events and visits to update community mobilization model outputs and inform programmatic decision-making. * Complete the reliability verification checklist and report any issues to the supervisor. * Collaborate with field management and MEAL to implement IRC’s Community Mobilization Model strategies aimed at strengthening local leadership, including respective monitoring and accountability mechanisms. **Other** * Perform other tasks assigned by the supervisor that are contractually relevant and contribute to the implementation of IRC programs. **Requirements:** * University degree in Social Work, Psychology, or a Bachelor’s degree in Social Sciences or related fields. * Minimum two years of experience in community mobilization in rural, border, or armed-conflict-affected areas. * Experience leading results-oriented community processes. * Availability for fieldwork, frequent travel, and dynamic operational environments. * Prior experience implementing humanitarian, development, and humanitarian assistance programs across diverse cultural contexts. * Understanding of core humanitarian principles. * Demonstrated understanding of working with migrant populations, victims of armed conflict, and other highly vulnerable groups. * Prior experience training adults. * Proficiency in MS Word, Excel, and PowerPoint. * Personal qualities: Leadership skills, change management, results orientation, negotiation, group facilitation, excellent communication skills, and ability to engage effectively with caregivers. * Fluency in Spanish required;
