Credence is seeking a Foreign Assistance Specialist – Health to support the assigned post in Bogota, Colombia under the US Department of State Humanitarian Assistance Support Contract (HASC). This is a full\-time, on\-site contract opportunity. The salary will be commensurate with an FSN 11/12 position within Colombia. Position Summary This position is designed to advance the America First Global Health Strategy. The candidate will be expected to provide senior\-level advisory support to GHSD and Embassy staff and effectively navigate the diplomatic and operational complexities of managing PEPFAR and Global Health Security health assistance. * Produce technical resources to support the implementation of USG health foreign assistance programs in Colombia, Brazil, Peru, and Venezuela, in coordination with the Bureau of Global Health Security and Diplomacy (GHSD) POC based in Guatemala City. * Analyze budget and programmatic data to assist USG health foreign assistance program managers. * Routinely monitor sites funded by GHSD to ensure optimal program quality and service delivery and compliance with USG policy. * Convene technical exchanges with partner country government entities (ministries of health) to ensure programmatic alignment, efficiencies, and sustainability. * Data entry into PEPFAR and Department of State data systems. * Essential Duties and Responsibilities * The Foreign Assistance Specialist – Health (Specialist), provides oversight support and high\-level expertise in a range of health assistance areas, potentially including HIV/AIDS, TB, malaria, maternal and child health, nutrition, and global health security. In close coordination with the Bureau of Global Health Security and Diplomacy (GHSD) and the Mission Front Office(s), the incumbent coordinates, de\-conflicts, and works to achieve operational efficiencies with interagency team members active in the health assistance space. The Specialist lays diplomatic groundwork for the transition of health assistance programs, including PEPFAR (President’s Emergency Plan for AIDS Relief) and Global Health Security activities, to a country\-led approach over 1\-4 years. * The Specialist establishes and maintains diplomatic relationships with partner country government entities, including ministries of health, to facilitate the transition of health assistance programs to a country\-led approach. Metrics for performance will include the number of technical exchanges conducted, documented agreements or memorandums of understanding (MOUs), or measurable improvements in programmatic alignment and sustainability. * The Specialist produces technical resources in support of U.S. government health foreign assistance programs quarterly and ad hoc as determined by GHSD, including but not limited to detailed technical job aids, programmatic documents, policy briefs, and operational documents to support U.S. government health foreign assistance programs. The Specialist produces analyses of budget and programmatic data regularly, as determined by GHSD, to assist GHSD program managers, and routinely monitors sites supported by GHSD to ensure optimal program quality, service delivery, and compliance with U.S. government policy. The Specialist convenes technical exchanges with partner country government entities, such as ministries of health, to ensure programmatic alignment, operational efficiencies, and sustainability. Additionally, the incumbent performs data entry into PEPFAR and Department of State data systems. * The Specialist serves as an advisor to the Mission Front Office on health assistance programs and policy. While technical and strategic direction comes from GHSD, the position reports to the Deputy Chief of Mission (DCM). * Travels internationally and/or domestically, as necessary * Other duties as assigned * **Minimum Qualifications and Requirements** * Education and Experience: A bachelor's degree in public health administration, epidemiology, international development, or a related field, and a minimum of 10 years of progressively responsible experience in international development assistance, program management, supply chain, global health security, legal, internal audit, internal controls, or risk management, including at least two (2\) years in a senior technical or advisory capacity. * Exceptional attention to detail * Excellent communications skills – written and verbal in English and Spanish \[required] * Other Capabilities * Demonstrated experience managing high\-performing teams, including direct reports and/or counterparts across government agencies, NGOs, and related organizations.
