Summary: COSPE is seeking a Project Coordinator to ensure the management, operational coordination, and technical-methodological supervision of a sustainable urban development project in Colombia. Promotion of inclusive and sustainable urban governance COSPE, an organization engaged for over 40 years in international cooperation, social justice, and human rights—promoting diversity and equity within its workplaces and ensuring equal access to professional opportunities for women, persons from contexts of discrimination or marginalization, members of LBGTQI\+ communities, and other underrepresented groups—is recruiting a Project Coordinator for its office in Colombia. **Role Description** ------------------------- The selected person will ensure the management, operational coordination, and technical-methodological supervision of the project “PUENTE: Urban Planning with a Focus on Nature, Territories, and Ecosystems, between the Cities of San Andrés and Leticia, Colombia”. The project will be implemented in San Andrés and Leticia and aims to contribute to sustainable, resilient, and biodiversity-oriented urban development by strengthening the capacities of public officials, civil society representatives, and academic actors, and promoting inclusive and sustainable urban governance. The role will ensure proper coordination among implementing partners, local and national authorities, beneficiary communities, and COSPE Italy, guaranteeing compliance with AICS (Italian Agency for Development Cooperation) procedures, quality standards, and technical and administrative reporting requirements. **Main Responsibilities and Tasks** --------------------------------------- **Management Coordination** * Coordinate the operational implementation of the project at national and territorial levels, ensuring coherence among work plan, budget, and activities * Manage and strengthen coordination among COSPE, local partners, institutions, and stakeholders * Supervise planning and monitor activity progress, identifying bottlenecks and proposing solutions * Ensure compliance with operational, administrative, and visibility procedures established by AICS and partner agreements * Monitor correct technical and documentary implementation of partner activities, ensuring donor requirement compliance * Ensure effective information flow with COSPE headquarters and contribute to drafting reports and project documentation * Support local administrative and financial management in coordination with COSPE * Promote beneficiary community engagement through participatory, inclusive, gender-sensitive, and intercultural approaches * Contribute to organizing missions, events, and communication activities **Technical-Methodological Supervision** * Ensure methodological coherence of activities with the project strategy and objectives related to urban biodiversity, climate resilience, and territorial governance * Provide technical support to planning and implementation of activities, ensuring integration across environmental, social, and institutional components * Support partners in defining methodologies, participatory tools, and monitoring systems **Strategic and Multi-Stakeholder Coordination** * Facilitate consultation processes among public institutions, environmental authorities, universities, and community organizations * Ensure integration of technical, institutional, and community dimensions of activities, promoting integrated territorial approaches **Mandatory Requirements** ------------------------- Bachelor’s degree in social sciences, international cooperation, political science, environmental sciences, or related disciplines. At least 3 years’ experience managing and coordinating international cooperation or local development projects. Proven experience working with multi-stakeholder partnerships (institutions, universities, civil society organizations, local communities), including capacity to facilitate consultation and territorial planning processes. Knowledge of project management procedures (planning, monitoring, reporting) and familiarity with requirements of major international cooperation donors. Experience applying participatory and multi-stakeholder approaches, including territorial facilitation, co-design, participatory planning, and management of inter-institutional forums. Excellent command of Spanish. Proficiency in written and spoken Italian (C1\). **Preferred Requirements** --------------------------- Ability to integrate Results-Based Management (RBM), Theory of Change, and results-oriented monitoring. Familiarity with operational mechanisms and project management procedures of the Italian Agency for Development Cooperation. Knowledge of environmental, urban, and/or socio-community topics relevant to the project. Work experience in Colombia, particularly in Amazonian and/or insular contexts. Cartographic skills and demonstrated experience in citizen science initiatives. **Soft Skills** --------------- * Strong organizational and time-management skills, with a results orientation and attention to deadlines and procedures. * Excellent interpersonal and communication skills, with aptitude for mediation and managing complex relationships among diverse actors. * Ability to work effectively in multidisciplinary teams within multicultural contexts, adopting a collaborative and respectful approach. * Capacity to draft technical and narrative reports in Spanish and Italian, and to operate interactively in Italian. * Flexibility, adaptability, and resilience in complex territorial contexts, with ability to manage unforeseen events and pressure. * Strong sense of responsibility, proactivity, and operational autonomy, aligned with strategic and methodological guidelines jointly defined with COSPE and partners. **Offer** ----------- **Contract:** Collaboration agreement as an expatriate expert, equivalent to 60% of full-time employment. Extension up to full-time may be considered for additional coordination and management activities of COSPE initiatives in the country, to be defined based on the selected candidate’s profile. **Compensation:** Full-time compensation will range approximately between €2,800 and €3,200 gross per month, commensurate with experience, competencies, relevance of prior work experience, and specific qualifications of the candidate. **Duration of Assignment:** 12 months (renewable up to 24\). **Required Commitment:** Full-time or part-time minimum of 60%, to be agreed upon with the selected candidate. **Work Location:** Cali, with extended continuous presence periods in Leticia and availability to travel to Bogotá and San Andrés. **How to Apply** ------------------- If you are interested, please send your CV in Word format, along with your authorization for processing personal data for recruitment purposes, in accordance with applicable regulations, clearly indicating start and end dates (month/year), employer, thematic and geographic area of intervention, and size of staff managed.
