Safety and Access Officer

If you're a solutions\-driven, passionate change\-maker, come join us in positively impacting the lives of millions of people world\-wide for a better future. **Main Responsibilities:** **Planning of security and protection management** * Support Senior Security and Operations Coordination in developing procedures, guidelines, and planning related to staff security and program continuity in Colombia. * Update Security Risk Assessments. * Provide advice to local partners on security and protection issues. * Conduct risk assessments of contracted and potential offices, hotels, and residences. * Follow up on actions required to ensure compliance with security and protection standards. * Support Field Management in managing security for personnel located in the area, establishing mitigation measures for risks, and strengthening security at facilities and intervention areas, providing periodic updates on progress achieved. * Verify compliance with Security SOPs and identify unsafe staff behaviors, establishing improvement plans. * Identify specific risks associated with the implementation of each program and establish mitigation measures. * Identify risks related to gender and diversity. * Jointly with Senior Security and Operations Coordination, develop a work and training plan according to identified risks. * Carry out initial responses to any incidents involving IRC staff, and ensure all incidents are reported using established formats, identify lessons learned, and develop an action plan to mitigate future incidents. * Update emergency response tools such as communication trees, directories, and staff mapping. * Perform other tasks assigned by the supervisor related to the contractual purpose that support the development of IRC programs. * Collect and submit the following reports periodically in coordination with Security Management: * Monitor field activities and issue contextual analysis with recommendations to ensure IRC staff, operations, and facilities remain safe. * Maintain updated live and static movement maps (heat maps and risk maps). * Situational Alerts\- these will be shared via email when the issue does not represent an immediate threat to staff, operations, or facilities; alerts will be shared via WhatsApp group / SMS / phone call or other agreed method when the threat is immediate. Mitigation measures must be included. * Contextual Reports: inputs may be collected from open sources or others, after proper approval, including all information that could affect operations or staff safety. Reports must include analysis of current situations/events and their effects on trends and possible scenario changes. * Present statistics and analysis of incidents that affected or could have affected IRC staff or operations. **Humanitarian Access Management*** Work jointly with the Community Mobilization team to strengthen the organization’s access within different intervention communities. * Establish and update a Humanitarian Access Plan for the area of responsibility. * Support program teams through security-focused 'stay-behind' strategies, prioritizing humanitarian access approaches based on acceptance. * Support Senior Security and Operations Coordination in developing and maintaining relationships with local authorities and key actors, aligned with program design, to ensure stakeholders are well informed and engaged in the IRC program in Colombia, also facilitating timely support to operations or staff when needed. * Conduct appropriate security verifications of areas/facilities where IRC staff missions or movements are planned, as part of the Travel Authorization approval process. * Provide technical input and advice during assessments in new geographic areas. * Generate contextual analysis based on information gathered in the field (territorial visits). **Security and access training and orientation** * Safety orientation must be provided within 24 hours of arrival to any IRC staff, visitor (international or national), or consultant arriving in the operational area. * Safety induction must be provided to all new IRC staff; training records must be maintained; this induction may include standard operating procedures (SOPs); Contingency Plans (CP); Safety Management; Incident Reporting; Prevention and Response Mechanisms; Communication Protocols, etc. * The Safety Officer must schedule periodic safety trainings covering operational needs or security context requirements; identified risk mitigation measures from local risk assessments should be shared during these trainings. * Monitor, record, and update the IRC contact card. * Deliver safety and protection training to partners. * Participate in conducting drills according to contingency plans (shelter-in-place, relocation, evacuation, and specific threats). **Minimum Qualifications:****Job Requirements:** * 1 to 3 years of professional experience with nonprofit organizations or NGOs in international humanitarian assistance programs, with demonstrated capabilities in planning, organizing, and implementing humanitarian security plans in the field. * Education: Professional degree in social sciences, humanities, administration, or related fields. * Experience in humanitarian risk management. * Advanced knowledge of communication technologies, including satellite communications and cellular telephony. * Excellent proficiency with computer tools: Microsoft Office, vehicle and personnel tracking systems. * Experience as a trainer/facilitator; ability to develop, implement, facilitate, and deliver learning to a wide range of audiences. * Experience in analyzing and writing political, social, and security context reports. * Excellent command of Spanish required; English proficiency is desirable and highly valued. **Preferred Experience and Skills:** * Excellent verbal and written communication skills, along with a general ability to be clear and concise in all communications * Strong organizational and time management skills; proven ability to prioritize and deliver on time * Strong analytical skills for problem solving * Ability to work both independently and within a dynamic, multifunctional global team structure * Demonstrated ability to work effectively with stakeholders at all levels * Ability to manage and work through change in a proactive and positive manner. **Work Environment*****:*** * Standard field office working environment * Frequent travel within the department of Norte de Santander. * National or international travel as needed up to 40% * During vacations or leave, may replace or assume responsibilities of colleagues overseeing other geographic areas of the country. **Standard of Professional Conduct:**The IRC and the IRC workers must adhere to the values and principles outlined in the IRC Way – our Code of Conduct.
