The humanitarian crisis in Venezuela continues to worsen, with approximately 19 million people, or 66% of the population, in need of humanitarian assistance. More than 7.7 million Venezuelans have emigrated to meet their basic needs, marking an unprecedented migration crisis in Latin America and one of the largest displacement crises worldwide. Colombia, which has received at least 2.9 million Venezuelan refugees and migrants, also faces multiple challenges, leaving around 8.3 million people with significant humanitarian needs. This situation results from a combination of various factors such as armed conflict, climate variability, the lingering impact of COVID\-19, inflation, and institutional limitations in addressing both internally affected populations and the massive arrival of refugees and migrants. Working alongside a large number of local partners, the IRC has responded to this situation by delivering services in the areas of health, protection, education, and economic recovery and development in Norte de Santander, Valle del Cauca, Cundinamarca, Antioquia, Nariño, and Bogotá. In Venezuela, the IRC implements its programs through local organizations in the areas of health, education, food security, and protection. To date, the IRC has assisted 576,699 people in these countries. **Job Overview:** ------------------------------------ The Economic Recovery and Development Assistant will support the effective implementation of economic recovery, livelihoods, and cash transfer activities and strategies under the Humanitarian Assistance and Early Recovery program. The position will work closely with IRC ERD Program Officers and Senior Officers, ensuring correct execution of planned activities. The role will report directly to the Program Officer. **Key Responsibilities** **:** * Conduct surveys to ensure participant selection and registration according to defined criteria. * Accompany outreach, targeting, and client characterization activities. * Support logistical processes, including procurement and review of item forecasts. * Follow guidelines for proper implementation of characterization activities. * Support logistics for characterization and humanitarian assistance distribution, including resource planning and space organization. * Implement child\-friendly methodologies for children accompanying adult program participants. * Execute work plans to ensure effective implementation of cash transfer and livelihoods activities. * Schedule and report activities to the line officer. * Contribute to knowledge management by collecting and sharing lessons learned and best practices. * Stay updated on developments related to livelihoods and cash transfers. * Complete checklists and report issues to immediate supervision. * Assist in implementing technical program activities. * Identify entrepreneurs for the project, ensuring quality and timeliness throughout the process. * Develop methodologies and tools for small enterprises. * Properly manage databases on delivered economic support. * Monitor and track programmatic activities. * Maintain standards of quality and innovation. * Participate in scheduled training activities. * Conduct pilot tests or validations of methodologies. * Collaborate in market analysis and strengthening market systems. * Guide beneficiaries on intervention strategy and basic financial management. * Coordinate activity logistics with partners and IRC supply department. * Work with other IRC sectors to prioritize vulnerable cases. * Implement work plans and schedules in coordination with the team. * Identify needs and formulate projects to serve groups affected by the Venezuelan crisis. * Perform other tasks assigned by immediate supervision to enable and develop IRC programs. **Workplace Safety and Health Responsibilities** **:** * Know and clearly understand the Occupational Health and Safety policy. * Ensure comprehensive care of one's own health. * Provide clear, complete, and truthful information about one's health status. * Comply with company safety and hygiene regulations. * Participate in occupational risk prevention through activities conducted by the company. * Report any identified risks to the immediate supervisor. * Immediately report all workplace accidents or incidents. **Job Requirements:** --------------------------- **Education:** Technician, Technologist, or final semester university students in fields related to business administration, economics and finance, education, humanities, social sciences, social work, marketing and commerce, human rights, or related disciplines. **Work Experience:** ------------------------ * At least 1 year of work or volunteer experience, preferably with an NGO in research processes, community work, and/or survey implementation. **Demonstrated Skills and Competencies:** * Understanding of or sensitivity to community work or working with vulnerable populations with humanitarian needs. * Proficiency in Microsoft Office. * Effective communication skills. * Excellent interpersonal and teamwork skills. * Strong ability to organize work, meet deadlines, remain composed, coordinate multiple tasks, and maintain attention to detail. **Work Environment:** ------------------------ * Dynamic and changing work environment. * Geographic presence and operational scope may change as the program grows. **Standards** : **Professional Conduct Standards:** IRC staff and the IRC must adhere to the values and principles described in the IRC Way – Standards for Professional Conduct.
