Position Summary:
We are seeking a Purchasing, Budgeting, and Control Director with solid experience in the construction sector to lead procurement strategy and supplier management.
Key Highlights:
1. Lead the development of comprehensive and competitive budgets.

3. Oversee supplier and contractor evaluation and management.
**A civil construction industry company requires a Purchasing, Budgeting, and Control Director for its team; candidates must be Civil Engineers, Business Administrators, Architects, or International Relations professionals with a minimum of 5 years’ experience in the sector.**
**Mandatory Requirements and Experience (5 years minimum) in:**
* Numerical Analysis
* Budget Control
* Project Breakdown
* Minimum 3 years’ experience as Procurement Manager in construction; prefabricated construction experience is preferred.
Responsibilities:
Oversee the timely preparation of comprehensive and competitive budgets for projects, contracts, and tenders, ensuring alignment with the company’s financial objectives.
\- Analyze technical specifications, preliminary drawings, and site conditions to define project scope and cost-impacting factors.
\- Lead accurate estimation of work quantities, labor resources, materials, equipment, indirect and administrative costs, ensuring established profitability margins.
\- Evaluate budget variations arising from changes between preliminary and final designs, and recalculate estimates upon client-requested scope modifications.
\- Ensure approved budgets contribute to the financial viability and success of the organization’s own projects.
\- 2\. Procurement and Supply Strategy
\- Define and execute the procurement strategy to ensure timeliness, quality, and price competitiveness according to project planning.
\- Manage strategic alliances with key suppliers for high-impact projects, seeking preferential terms, timely deliveries, and value engineering alternatives.
\- Authorize and supervise inventory purchases in accordance with organizational minimum and maximum stock levels.
\- Agree with suppliers on partial material delivery schedules aligned with project timelines.
\- Ensure proper allocation of purchases and contracts to corresponding projects and cost centers.
\- 3\. Supplier and Contractor Management
\- Direct supplier and contractor evaluation, selection, re-evaluation, and management processes per internal procedures.
\- Ensure updating, documentation, and control of information required for supplier creation and management.
\- Structure, manage, and maintain an up-to-date database of suppliers necessary to support the company’s projects.
\- Propose and lead meetings with suppliers and contractors to strengthen commercial relationships, align expectations, and improve performance.
\- Timely share with the Construction Management team relevant supplier information that may affect project execution.
\- 4\. Procurement, Contract, and Compliance Control
\- Supervise the timely processing of purchase requisitions and purchase orders, ensuring proper approval and formal acceptance by the supplier.
\- Ensure procured goods and services comply with technical specifications, quality requirements, and mandatory documentation.
\- Monitor delivery schedule compliance and manage claims related to quality or contractual non-compliance.
\- Prepare bidding documents for quotation invitations and coordinate contract requests with the Legal Department.
\- Verify compliance with contractual terms and monitor addenda, insurance policies, amendments, and expiration dates.
\- 5\. Financial Control and Reporting
\- Ensure reliability and timeliness of procurement and contract reports for senior management.
\- Verify compliance with agreed payment terms with suppliers and contractors.
\- Validate purchase orders and contracts for advance payments and invoice settlements.
\- Periodically report to the Construction Directorate and Construction Management on contract status, risks, and relevant developments.
\- 6\. Cross-functional Responsibilities
\- Ensure compliance with internal guidelines, policies, and procedures related to procurement, budgeting, and contracting.
\- Perform other duties inherent to the position as assigned by the immediate supervisor.

Direct employment contract with the company.
Residence required in Cundinamarca region: Funza, Cota, Tenjo, Siberia, and surrounding areas.
Working Hours: Monday to Friday, 7:30 AM to 4:30 PM; Saturdays, 7:30 AM to 11:30 AM
