




The Civil Engineer will be responsible for the planning, direction, coordination, and comprehensive control of the execution of the construction contract for a flexible pavement road, including civil works and installation of the stormwater drainage piping system. This role is crucial to ensure that the project is carried out in accordance with design studies, approved budget, quality standards, current regulations, and established timelines. Essential Requirements Academic Background: Professional degree in Civil Engineering (current professional license). Postgraduate: Specialization in Project Management and/or Roads/Road Infrastructure/Transportation. Specific Experience: Minimum of 5 years of verifiable experience as a Site Resident Engineer or in technical and budgetary management roles in road infrastructure projects, specifically in the construction of flexible pavement roads that include civil works and stormwater drainage systems (piping). Skills and Competencies \-Analysis and Planning: Advanced ability to interpret blueprints, analyze technical studies and designs (geotechnical, hydraulic, structural, etc.), and translate them into viable execution plans. \-Budget Management: Advanced proficiency in developing, monitoring, and controlling budgets (unit price analysis) and construction costs. \-Leadership and Coordination: Proven ability to lead multidisciplinary teams, negotiate, and efficiently coordinate with subcontractors, suppliers, and other stakeholders. \-Technical Communication: Excellent oral and written communication skills for preparing technical reports and coordinating with oversight and project management. \-Regulatory Knowledge: Solid knowledge of technical and legal standards applicable to road infrastructure construction by INVIAS. \-Tools: Advanced proficiency in MS Project planning software, advanced Excel, and Civil 3D. Key Job Responsibilities Analysis of Studies and Designs: \-Thoroughly review, interpret, and validate technical studies and designs (structural, soil, drainage, geometric) of the project. \-Identify potential inconsistencies or information gaps and manage necessary clarifications prior to construction commencement. Budget Preparation and Control: \-Generate a detailed budget report (base budget) for contract execution, including updated unit price analysis (APU). \-Continuously monitor and control construction costs, ensuring execution within the established budget baseline. Planning and Construction Process: \-Develop a detailed Construction Process Report (methodology), including activity sequencing, resource planning, and construction schedule. \-Oversee daily execution of paving activities, civil works (e.g., culverts, retaining walls), and stormwater pipe installation. Resource Coordination: \-Establish and maintain effective communication with suppliers to ensure timely availability of materials and equipment. \-Coordinate and supervise subcontractor activities, ensuring compliance with technical specifications and safety standards. \-Manage and coordinate company-owned resources (personnel, machinery, tools). Reporting and Quality Management: \-Produce periodic physical and financial progress reports for management and oversight. \-Ensure implementation of quality, industrial safety, occupational health, and environmental management plans (SG\-SST and PGA) throughout all project phases.
