




**Position Title:** Tendering Professional **Hierarchical Level:** Professional **Area:** Commercial, Tenders and Proposals **Reports to:** Tendering Coordinator or Project Manager **Position Type:** Administrative – Professional **Academic Background** Professional in Civil Engineering **Experience** Minimum 2 years of experience in public and private tendering processes. **SUPERVISION** **Job Functions** * Identify business opportunities in supervision and civil works and infrastructure monitoring tenders. * Analyze bidding documents, terms of reference, and preliminary studies, assessing technical, financial, legal, and contractual feasibility. * Conduct site visits during the tendering process, verifying construction, logistical, and environmental conditions that may impact the proposal. * Prepare technical and economic supervision proposals, including work control methodologies, schedules, fee budgets, and supervision plans. * Detect errors or inconsistencies in bidding documents and prepare observations for the contracting entity. * Analyze evaluation reports of tendering processes, reviewing competitor proposals and submitting observation memoranda when necessary. * Manage the legal, administrative, technical, and financial documentation required to certify experience in projects and supervisory capacity. * Submit bids within established deadlines and respond to requirements from the contracting entity. * Attend clarification hearings, technical visits, and awarding sessions, representing the organization. * Follow up on tendering processes until awarding, ensuring information transfer to the Projects department. * Coordinate with strategic partners, suppliers, and external consultants in developing joint proposals. * Participate in budget preparation and unit price analysis when the supervision proposal requires evaluating construction costs. * Research future supervision and construction programs in public and private entities to plan strategic participation. * Keep updated the portfolio of completed supervision and construction projects, resumes of key personnel, and experience certifications. * Annually renew the Unique Proponent Registry (RUP) and manage quality certifications required for supervision services. * Administer bid security bonds, performance bonds, and other guarantees required in procurement processes. * Maintain an updated database of procurement processes, submitted proposals, and results. * Prepare management reports and analysis of tender outcomes, proposing improvements in participation strategies. * Ensure compliance with regulations on public procurement, technical construction and supervision standards, as well as ethical principles and transparency. * Fulfill all functions assigned in the Integrated Management System documents.
