The **Finance Officer** will be responsible for supporting the financial, accounting, and administrative management of the organization’s projects, ensuring proper transaction recording, budgetary control, and compliance with internal policies, local regulations, and donor guidelines. The position will contribute to financial monitoring of operations, guaranteeing appropriate project resource execution through financial analysis, documentary review of expenditures, advance and liquidation management, as well as supporting the program team in the administrative and financial processes required for activity implementation. Additionally, the Finance Officer will support internal control processes, preparation of financial reports, and audit response, ensuring traceability and transparency in resource use. **Key Responsibilities:** **Financial and Accounting Management** * Record and review project financial transactions, ensuring correct accounting and budgetary classification in accordance with local regulations and organizational policies. * Monitor project budget execution, identifying variances and supporting financial decision-making. * Support preparation of internal financial reports and accounting ledger analysis. * Contribute to strengthening internal controls over financial processes ***.*** * Coordinate with departments on administrative and financial processes to ensure proper process implementation. **Project Financial Monitoring** * Monitor project resource usage to ensure alignment with the approved budget and donor guidelines. * Support the program team in financial planning for project activities. * Provide guidance to staff on the organization’s financial and administrative procedures. **Advance and Expenditure Liquidation Management** * Manage processes for requesting, disbursing, and tracking advances to staff and vendors. * Review and validate expenditure liquidations to ensure compliance with internal policies, accounting requirements, and tax regulations. * Track outstanding advances pending liquidation. **Document Management and Compliance** * Ensure proper organization, control, and archiving of project financial and administrative documentation—both physical and digital. * Ensure financial supporting documents meet requirements established by the organization and donors. * Support preparation of documentation required for internal and external audits. **Job Requirements:** * Bachelor’s degree in Public Accounting, Finance, Business Administration, Economics, or related fields. * Two years of experience in accounting or financial administration. * Teamwork skills. * Initiative to propose new ideas, creative thinking, and analytical ability. * Sound judgment and ability to effectively prioritize multiple tasks in a constantly changing environment. * Prior experience implementing international cooperation projects is desirable. * Strong commitment to IRC values. **Preferred Experience and Skills:** * Excellent verbal and written communication skills, with a general ability to be clear and concise in all communications. * Strong organizational and time management skills; proven ability to prioritize and deliver on time. * Strong analytical skills for problem solving. * Teamwork skills. * Ability to work both independently and within a dynamic, multifunctional global team structure. * High proficiency in the Microsoft Office suite. * Ability to manage and work through change in a proactive and positive manner. **PROFESSIONAL STANDARDS** All International Rescue Committee workers must adhere to the core values and principles outlined in IRC Way \- Standards for Professional Conduct .
