




Position Summary: Support the implementation of the monitoring and evaluation system, contributing to proposal development, reporting, and internal learning for impact measurement and accountability. Permanent, full-time Contract: Indefinite-term $3\.400\.000 Willingness to travel **POSITION OBJECTIVE** Support the implementation of HALO’s monitoring and evaluation system in Colombia, generating outputs focused on impact measurement. Contribute to donor proposals and reports, as well as internal learning—including operational efficiency and accountability to affected populations. **GENERAL POSITION RESPONSIBILITIES** * Collect data for contextual assessments (baseline socioeconomic, gender, and environmental status) by assigned municipality to identify new programming opportunities, assess ways to increase HALO’s impact in communities, and contribute to building new relationships and partnerships with other humanitarian actors, local authorities, and development sector stakeholders. * Contribute to designing and implementing the program’s monitoring and evaluation system by analyzing data from contextual assessments and information obtained from Non-Technical Survey teams, clearance teams, and project data. * Conduct quality control of socioeconomic data from pre- and post-clearance surveys and Behavior Change surveys (Knowledge, Attitudes, and Practices – KAP). * Analyze collected data to generate inputs for project proposals and reports, as well as general program-relevant reports—for example, analyses of displaced population returns to mine-free rural areas. * Develop indicators to generate useful information and optimize decision-making processes based on operational results and in coordination with other organizational departments. * Conduct field visits to support and verify application of M\&E tools, identify good practices and improvement opportunities in M\&E processes, and incorporate them into the living repository of good practices. * Establish and coordinate training and refresher plans to ensure M\&E process quality, as appropriate, in collaboration with the training team. * Collect photographic and audiovisual evidence of HALO’s activities’ impact—including beneficiary photos/videos/testimonies, ongoing operations, before/during/after clearance imagery (where appropriate), and ERAE activities—particularly those demonstrating behavior change or prevention-related impact. * Analyze KAP survey results to assess the impact of ERAE activities on communities and behavior change among beneficiaries, generating inputs for project reports and general program-relevant reports—with support from the ERAE and AIV teams. * Support the ERAE and AIV teams in applying and reporting on field-based performance evaluations for ERAE facilitators in the field. * Analyze collected data with an internal program learning focus to inform operational decisions and improve monitoring and evaluation processes. * Analyze community feedback from KAP surveys, pre- and post-clearance surveys, and contextual assessments, regularly summarizing findings for program management. * Implement Accountability to Affected Populations (AAP) data collection tools in communities where HALO operates. **Requirements** * **Education:** University degree, technical degree, or university student in Social Sciences, Administration and/or Administrative Engineering, Systems Engineering, Data Science, or related fields. * **Additional training:** Certifications in data science, Power BI, or data visualization. * **Experience:** Two years in roles related to monitoring, evaluation, and accountability (MEAL). * Strong writing, information management, and computer skills. * **Language:** English proficiency desirable (A2\). * Residency in Cúcuta city or neighboring municipalities, with willingness to commute to Ábrego municipality. * Willingness to travel to HALO Colombia’s regional locations (Norte de Santander), spending approximately 80% of time working in the field. **Benefits** Indefinite-term contract.
